Policy HTA

        CDE HTA not only helps with NHIA with decision-making over coverage of new drugs and new special devices but also undertake studies involving the evaluation, research and analysis of health policies as authorized by other units under the MoHW, such as the Health Promotion Administration, the Centers for Disease Control, the Department of Social Insurance, the Department of Medical Affairs, the Department of Mental Health, the Department of Oral Health, the Social and Family Affairs Administration, the Department of Nursing and Health Care, and the National Health Research Institutes. Related study results are mostly referred to or adopted by the competent authority.
        In 2022, CDE conducted 9 “Health and Welfare Policy Assessment and Academia-Research Collaborative Prospective Studies.” In addition, for the sake of developing and applying precision medicine in our country, the CDE has also helped conduct 2 related studies.

       The healthy policy assessments and results of the studies conducted by the HTA have helped with the promotion and consolidation of many policies of the competent health authority in our country. Results of the 2017 “Evaluation of the Economic Effectiveness of the Strategy to Administer Quadrivalent Flu Vaccines Comprehensively.” for example, showed that quadrivalent flu vaccines are cost-effective and hence served as reference while the Centers for Disease Control defined the policy to comprehensively upgrade government-sponsored flu vaccines to quadrivalent ones. What was covered in the 2020 study entitled “Exploration of Demand for Beds and Allocation of Resources in Taiwan” was already included in Section 1 of Chapter 1 “Reflecting upon Bed Analysis and Function Positioning” as implementation strategies and methods under the “Program to Build an Agile and Resilient Healthcare System” of the Stage 9 Medical Network held and promoted for 201 through 2024. In addition, the distribution pattern and variation trends of the local nurse-patient ratio over three shift analyzed in the study entitled “Empirical Research and Analysis of the Local Nurse-Patient Ratio over Three Shifts and Feasible Care Quality Monitoring Models” in 2023 were included in the agenda of the “Consensus Meeting for Discussing Legalization of Nurse-Patient Ratio over Three Shifts” of the Department of Nursing and Health Care under the MoHW in July 2023. The suggestions from the international society regarding coverage for long-acting injections and the provided cost-effectiveness analysis results collected through the 2023 “Evaluation of Treatment Efficacy of Long-acting AIDS Injections for AIDS Patients in Taiwan, ” by the same token, have been referred to by the MoHW in the “promotion of long-acting injection policies” and revision of the “Anti-Human Immunodeficiency Virus Drugs Prescription Guidelines.” The HTA continues to investigate and evaluate a variety of issues and policies in the health field and provide analysis results and policy suggestions that serve as important reference for the competent health authority while the latter promotes respective policies.
